Uzbekistan and KOICA Launch Digital Governance Project
Tashkent, Uzbekistan (UzDaily.com) — The Korea International Cooperation Agency (KOICA) and the Academy of Public Administration and Public Policy under the President of Uzbekistan (APPA) signed a discussion protocol on a new strategic project aimed at digitally transforming the training system for civil servants under the Uzbekistan–2030 strategy.
The project will run from 2026 to 2030 with a total budget of US$14.82 million. It is designed to strengthen the academy’s institutional and educational capacity through the introduction of digital technologies, integration of artificial intelligence into public policy education processes, and modernization of training infrastructure.
The initiative includes the development of digital competencies among civil servants, implementation of professional skills assessment systems, and creation of personalized learning pathways. Special attention will be given to establishing an AI-based learning ecosystem and building a modern digital educational environment both at APPA’s headquarters and its regional branches in Samarkand, Qarshi, Urgench, Gulistan, and Ferghana.
The project consists of four key areas: establishing a competency assessment system for civil servants, developing professional training programs for instructors, creating AI-based public administration curricula, and building digital educational infrastructure.
Under the partnership, KOICA will support the development of major digital solutions, including a competency diagnostics system, a learning management system (LMS), and an electronic library.
The initiative also provides for the establishment of specialized facilities such as an Artificial Intelligence Center, an Online Education Center, a multimedia center, and the modernization of the academy’s IT infrastructure.
During the implementation period, around 500 teachers, trainers, and IT specialists will participate in professional development programs and internships in both South Korea and Uzbekistan.
The sides said the project reflects deepening cooperation between Uzbekistan and the Republic of Korea in public administration, digitalization, artificial intelligence, and education, and is aimed at developing a new generation of personnel for the public sector.
