Tashkent, Uzbekistan (UzDaily.com) — On 5 September, President Shavkat Mirziyoyev reviewed a presentation on expanding and simplifying public services within the justice system.

Over the past eight years, approximately 70 regulatory acts have been adopted to reform judicial activities. Authorities have gained more than 20 additional powers, 202 public service centers have been established across the regions, and citizens can now access over 500 services through a “one-stop” system. Previously, obtaining certificates and extracts took hours or days; today, it takes only 5–10 minutes.

However, challenges remain. Insufficient integration of digital systems between agencies creates bureaucratic barriers, more than 200 services are still delivered using traditional methods, and residents in remote areas face limited access.

Looking ahead, the government plans to expand service capabilities significantly. By 2027, the number of public services will increase to 900, and around 80 services will be simplified annually using a “three-step” principle. Additionally, 1,100 interactive kiosks will be installed in high-traffic areas and neighborhoods.

A key focus is eliminating redundant documentation: about 30 types of required papers will be canceled. For example, civil registry offices will no longer require medical certificates for marriage registration, and military enlistment offices will stop demanding documents related to changes of residence. All necessary information will be transmitted automatically between systems online.

Notary services are also set for modernization. Currently, notaries provide over 80 types of services, but only 11% are available digitally. By 2027, 20 notarial actions will become electronic. Furthermore, citizens will no longer need to present physical identity documents; identification will be carried out via Face-ID.

Legal education is another reform focus. The “Smart Explanation” system will automatically send notifications to citizens and entrepreneurs about new regulations. A new platform, AdliyaTV, will also launch to explain legislation in an accessible format.

Justice Minister Akbar Tashkulov told the “Uzbekistan 24” channel that without understanding new laws—both by authorities and citizens—reforms cannot be effectively implemented. A clear mechanism for targeted legal information delivery is being developed.

“If the implementation of a regulatory act is assigned to a specific agency or official, the text will be sent personally. We will verify whether the recipient has read it, and only then will compliance be required. This mechanism is already being introduced,” the minister explained.

The system will also target citizens, especially new entrepreneurs, providing documents related to both new and existing regulations, as well as explanatory materials.

“In the future, documents will be delivered interactively via my.gov.uz, by email, or through user personal accounts. This approach ensures targeted legal education and keeps citizens informed about legislative changes,” emphasized the minister.
