Uzbekistan Takes Measures to Develop the Jewelry Industry and Combat the Shadow Market

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has adopted a presidential decree aimed at comprehensive support and development of the jewelry sector.

The document outlines a series of measures intended to increase the processing volume of precious metals up to 7 tons per year and raise the export value of jewelry products to US$300 million. Additionally, it sets the goal of reducing the unofficial turnover in this sector by at least 50%.

According to the decree, entrepreneurs operating within specialized jewelry centers will receive financial and organizational incentives. In particular, when purchasing precious metals with deferred payment, no interest will be charged for the first 90 days, and from the 91st to the 180th day, the interest rate will be only 3% per annum.

Moreover, mobile units of the Association "Uzbekzargarsanoati" and the State Assay Inspection will begin operating within these centers. Membership fees for jewelers joining the Association will be reduced by 50%.

At the same time, starting from January 1, 2026, current tax benefits will be canceled, including exemption from VAT on the turnover of jewelry products and semi-finished goods, as well as the retail sales fee for gold jewelry. However, until January 1, 2028, an incentive measure will remain in place—an automatic monthly refund of 80% of the VAT paid from the budget to entrepreneurs engaged in jewelry production or sales, to be processed by the 25th of each month.

From September 1, 2025, individual entrepreneurs will be permitted to engage in retail sales of jewelry. Additionally, mobile services for sample inspection and hallmarking of products will be launched in Tashkent, Nukus, and all regional centers.

A separate provision introduces a material incentive system for citizens: those who report violations related to the circulation of precious metals and stones via the mobile application "Soliq" will receive a reward equal to 50% of the collected fine.

The decree reflects a policy focused on legalization, modernization, and technological advancement of the jewelry industry, emphasizing export potential and business transparency.
