Uzbekistan Strengthens Legal Framework for Publishing Industry

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan continues implementing systematic measures to develop its publishing sector, support the production of high-quality literature, and promote reading culture.

At its tenth plenary session, the Senate of the Oliy Majlis reviewed and approved the Law “On Amendments and Additions to the Law of the Republic of Uzbekistan ‘On Publishing Activity.’” The legislation is a logical continuation of ongoing reforms in the book publishing sphere.

Over the past four years, the number of publishing houses in the country has grown 3.5 times, reaching 590, with 90% being private. Production capacities have doubled, and annual book output averages 40 million copies across more than 11,000 titles. The sector has attracted US$25 million in direct investments. Since January 1, 2025, publishing houses are exempt from profit tax for five years.

However, recent studies revealed the need to refine certain provisions of the existing law. Specifically, some recently published books contained content inappropriate for certain age groups, distorted historical facts, or included inaccurate information, highlighting the need for additional regulation.

The law establishes the legal status of the chief editor of a publishing house, who will oversee editorial activities, approve thematic plans, and be responsible for ensuring publications comply with legislation and national standards. Candidates for chief editor must hold a higher education degree and have at least three years of experience in the publishing sector.

Additionally, the law introduces the principle of promoting reading culture and literature as an important component of societal development.

Senators noted that the new law will facilitate the production of high-quality publications that meet national standards, prevent the dissemination of materials contrary to legislation and moral values, and enhance readers’ literacy and publishers’ social responsibility.
