Uzbekistan Bans Privatization of State-Owned Football Stadiums and Fields

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has introduced a ban on the privatization and repurposing of state-owned football stadiums and fields. The corresponding decree was signed by the President of the country.

According to the document, all such facilities must undergo an inventory by the end of 2025. The collected data will be entered into the “National Football Electronic Platform” by July 2026.

Additionally, state registration of land plots and stadium structures that currently lack defined ownership will be carried out.

It is worth recalling that in early 2024, the State Assets Management Agency put the football club “Pakhtakor” up for sale along with its stadium; however, following widespread public criticism, the deal was cancelled.

Simultaneously, starting from 1 October 2025, the country will launch the initiative “Football Field for Every Mahalla.” Under this program, available state land plots will be offered in online auctions on the condition that investors construct a football field on part of the land and maintain its designated use for at least ten years.

Auction winners will be able to use the remaining portion of the land at their discretion, in compliance with legislation. If a plot is not sold within three months, its price will gradually decrease by up to 50%, and payment may be spread over three years.

By the end of November 2025, all mahallas lacking state football fields must inventory available land plots. Based on this data, a list of land for auctions will be compiled, and in December, hokims will approve targeted programs for the construction of new football grounds.
