Situational Center "Uzbekhydroenergo": A Unified Digital Platform for Reliable Hydropower

Tashkent, Uzbekistan (UzDaily.com) — In the context of the ongoing large-scale reforms in the Republic of Uzbekistan aimed at modernizing industry, there are broad opportunities for technical and technological upgrades, as well as the implementation of automation and digital solutions in key sectors of the economy.

One of the priority areas of activity for JSC "Uzbekhydroenergo" is ensuring the stable and safe operation of hydropower plants, reservoirs, and hydraulic structures through the introduction of modern digital technologies, automatic diagnostics, and real-time data monitoring from control and measuring devices, which eliminate human error.

To this end, the company initiated the launch of an innovative project — the Situational Center — based on international experience from leading companies in the USA, Canada, the UK, Switzerland, Italy, Slovakia, and China. This is the first such initiative in Uzbekistan.

The new center is a unified digital complex of information systems designed to prevent technical and organizational failures through modern information and communication technologies. It also enhances the safety of operating hydraulic structures in the hydropower system.

Since its launch, the Situational Center has ensured uninterrupted real-time monitoring and analysis of the condition of six reservoirs and over 80 hydropower plants — both large and small — managed by the company.

As part of ongoing research to enhance the reliability and safety of operations, all control and measuring instruments were equipped with modern high-precision sensors from the Italian company SISGEO.

In total, around 1,500 units of equipment were installed at the facilities, allowing continuous monitoring of reservoir conditions and automated data registration with high accuracy.

This initiative significantly improved the reliability and timeliness of incoming information, as well as enabled the implementation of analytics tools, risk assessment, and real-time decision-making without human intervention. Based on the collected data, "Safety Criteria" for reservoir operations were developed for the first time in Uzbekistan, with the participation of local specialists.

Additionally, as part of international cooperation, the MODSNOW program, developed by the German Center for Land Research as part of the "Water in Central Asia" project, was integrated into the Situational Center. This program calculates snow reserves based on satellite observations, allowing for more accurate forecasting of regional water resources.

The center’s activities encompass the entire range of production processes, ensuring digitalization, sustainable electricity production, constant monitoring of technological parameters, integration with the Automated Electricity Metering System (AEMS), and data protection. For these purposes, a corporate information network, a secure communication system, as well as cybersecurity measures and protection of confidential information were implemented.

At the company’s facilities, a data center, a centralized IP telephony system, and next-generation intelligent video surveillance systems with over 1,000 cameras and live data streaming to the Situational Center have also been put into operation.

The system ensures immediate response to any failures or malfunctions in the digital infrastructure and provides the ability to quickly resolve emerging issues.

The creation of the Situational Center is an important step in the development of the sector, providing a reliable mechanism for controlling and managing hydropower digital systems through a unified integrated complex.

JSC "Uzbekhydroenergo" will continue implementing reforms aimed at further digital transformation and enhancing the management efficiency of the country’s hydropower potential.

As noted by the organizers, this Situational Center will serve as a strong foundation for the introduction of advanced technologies and the long-term strategic development of the sector.
