Sale of ‘Khiva Lokomotiv’ Hotel Moved to E-auksion Due to Low Demand

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s Agency for State Asset Management has announced a change in the mechanism for selling the "Khiva Lokomotiv" hotel.

The decision was made by the State Privatization Commission after it reviewed bids from potential buyers, which were found to be below the expected value of the asset. As a result, it was decided to transfer the sale process to the electronic auction platform E-auksion.

According to the published notice, the starting price of the hotel has been set at 49.83 billion Uzbek soums. The auction is scheduled to begin at 10:00 AM (Tashkent time) on 25 July 2025, and applications will close one hour prior, at 9:00 AM.

The property is located in the eastern part of Khiva, near the city’s railway station. The hotel is a two-story building with a total area of 2,802 square meters, built on a land plot measuring 0.74 hectares. The hotel offers 78 rooms of various types: 14 single rooms, 6 double rooms, 48 twin rooms, 6 triple rooms, as well as two suites and two apartments. The total guest capacity is 154.

The company that manages the hotel, Xiva Lokomotiv, is 100% state-owned. Its authorized capital stands at 105.4 billion soums. The book value of its fixed assets is recorded at 35.96 billion soums, with a depreciation rate of 3.7%. In 2024, the company posted a net profit of 510.75 million soums. At the same time, total liabilities to creditors amounted to 2.24 billion soums, while accounts receivable stood at 1.15 billion soums.

The decision to conduct the sale through an open online auction is aimed at increasing transparency in the privatization process and attracting a wider pool of investors.
