Proposals for Efficient Land Use Reviewed
Tashkent, Uzbekistan (UzDaily.com) — On 9 September, President Shavkat Mirziyoyev reviewed proposals on the effective use of land resources in agriculture.
Over the past five years, a new land accounting system has been established in the country. Nearly 42 million hectares out of a total of 45 million hectares have already been entered into the state cadastre, including more than 88.4% of agricultural land, covering over 26 million hectares.
The meeting emphasized the need to maintain separate records for idle plots that were previously used by citizens or organizations and returned to the management of district administrations. Instructions were given to create a system that minimizes human error to promptly put such plots up for auction.
Work continues in agriculture to transform land lease rights into a full-fledged market instrument. Sublease and re-lease mechanisms have been introduced, allowing tenants to transfer part of a plot to another user while retaining the rest. Previously, a plot had to be returned to the state and re-auctioned to achieve this.
Since 2021, agricultural land has been provided exclusively on a lease basis. It was noted at the meeting that by 1 January 2027, all land used for agriculture must be converted to lease rights.
Construction of facilities supporting agricultural production will also be allowed: light warehouses with refrigeration, sorting and packaging points, structures with water-saving technologies, shelters for fieldwork, and equipment parking areas. A land-use project is being developed and approved, which will serve as the official document confirming land rights when obtaining construction permits.
This innovation opens new opportunities: orchard owners will be able to build storage facilities directly on their plots, and livestock farmers can construct buildings for animals and feed storage on parts of pastures.
The President issued instructions for further development of lease relations in agriculture, protection of tenants’ rights and interests, and broader implementation of market mechanisms in the sector.
Following the presentation, a decree was signed to implement the planned measures, and amendments to secondary legislation were adopted.
