President Signs Law Regulating NGOs and Introducing New Fines

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a law introducing amendments and additions to a number of legislative acts.

Under the new provisions, unlawful interference by officials of government bodies in the activities of non-governmental non-profit organizations (NGOs) will result in fines ranging from 7 to 10 base calculation units.

NGOs, as well as their branches and representative offices operating without state registration (excluding religious organizations), will be subject to fines ranging from 10 to 25 sizes of basic estimate value. Previously, for the same violation, fines ranged from 15 to 30 sizes of basic estimate value.

Failure to review final documents prepared by public oversight entities in the legally established forms, or ignoring them without valid reasons, will also result in fines for officials ranging from 3 to 5 sizes of basic estimate value.

Additionally, the law sets rules for collecting sponsorship donations. Fundraising must be conducted in the interests of specific recipients and within pre-announced timeframes.

Violation of these rules will incur fines: for individuals — from 3 to 5 sizes of basic estimate value, and for officials — from 5 to 7 sizes of basic estimate value.
