Ministry of Transport extends application deadline for Tashkent–Andijan toll road tender
Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Transport has once again extended the application deadline for the tender to construct the Tashkent–Andijan toll highway by an additional month. The announcement was published on the ministry’s official Telegram channel.
The tender is being organized by the Ministry of Economic Development and Finance in cooperation with the Committee for Motor Roads, with the support of a consortium comprising PwC, Arup and Partners, and CMS Cameron. The Request for Qualification (RFQ) stage of the tender began in January of this year.
The new submission deadline for RFQ applications is set for 21 June, 30 days later than the previously announced date. Clarification requests will be accepted until 6 June.
The selection process will take place in two phases: companies will first submit qualification documents, and then shortlisted candidates will be invited to submit technical and financial proposals for the project. The winning bidder is expected to be selected by April 2026.
Discussions around the construction of the Tashkent–Andijan toll road have been ongoing since 2019. A key component of the project is the construction of a new tunnel through the Kamchik Pass. According to the Public-Private Partnership Development Agency, the estimated toll for the future highway is expected to range between US$5 and US$6.
The road will be built over a six-year period in three stages: Tashkent–Angren (78 km), Angren–Pap (93 km), and Pap–Andijan (143 km).
Speaking at the Tashkent International Investment Forum (TMIF-2024), Deputy Minister of Transport Jasurbek Choriyev noted that the initial cost of the highway was estimated at US$4.65 billion. However, following a revised assessment submitted in October, the project’s cost has been reduced to US$4.28 billion.
