Ministry of Internal Affairs proposes removing discounts on fines for repeat traffic offenders

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Internal Affairs has drafted a bill to tighten the rules for paying fines for certain traffic violations.

Currently, an offender can receive a partial discount if they pay 50% of the fine within 15 days of receiving the notice, or 70% within 30 days.

The new draft law proposes that such discounts would not apply to drivers who commit repeated serious violations.

This includes cases of significant speeding—exceeding the limit by 40–60 kilometers per hour—if such an offense occurs at least five times in a month; repeated running of red lights or disobeying traffic control signals twice in a month; as well as driving into oncoming traffic or creating dangerous situations that force other road users to abruptly change speed or trajectory to ensure safety.

The Ministry emphasizes that the introduction of these measures is aimed at improving road discipline and reducing the number of traffic accidents with serious consequences. Public discussion of the draft will continue until 25 September.
