Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Culture has commented on the appearance of Minister Ozodbek Nazarbekov in a promotional video for Kokand University, emphasizing that it constitutes the dissemination of socially beneficial information, organically linked to educational activities, and does not serve a commercial purpose.

Earlier reports noted the minister’s participation in the university video. The Ministry highlighted that at the state level, great attention is paid to the development of education, including the study of foreign languages and the acquisition of professional skills. As part of these initiatives, the President instructed ministry heads to regularly engage with youth, both domestically and abroad, to understand their challenges and help address them.

On 17 April 2025, Ozodbek Nazarbekov met with students of the Andijan branch of Kokand University and more than 150 young people from the region. Following the discussion, students requested that the minister prepare a video with recommendations for young people on educational opportunities at the institution.

The Ministry stressed that the Law on Advertising does not apply to mentions of products, their identifiers, or producers when such references are part of scientific, literary, or artistic activities and do not serve a promotional purpose.

According to License No. 602319, issued on 4 February 2025, by the Ministry of Higher Education, Science, and Innovation, LLC “Kokand State University” provides higher education services.

The Ministry of Culture and the minister did not enter into any advertising contracts with the university. The statements made by Ozodbek Nazarbekov are solely socially beneficial and not intended for profit.

It was noted that a similar situation occurred in 2024, when Nazarbekov appeared in a promotional video for a men’s clothing store. At that time, the minister participated in selecting suits for the filming of the project “Voice of Uzbekistan” together with image consultants, receiving no financial compensation, and his participation was aimed at supporting national brands and products.
