Construction control in Uzbekistan shifts to digital and involves private sector
Tashkent, Uzbekistan (UzDaily.com) — The President of the Republic of Uzbekistan has issued a Decree "On Measures to Effectively Organize State Control in the Field of Construction and Housing and Communal Services," aimed at improving control in this important sector.
The main objectives of the Decree include the establishment of an independent State Inspection for Construction and Housing and Communal Services at the national level, complete digitalization of control functions in construction, management of multi-apartment buildings, as well as drinking water supply and sewage systems. It also foresees the development of control mechanisms executed by the private sector.
Starting from 1 May 2025, amendments will come into force, which state that: if a contract is concluded between an entrepreneur and territorial inspections in the field of construction and housing and communal services, short-term control measures for construction at business facilities will be carried out within the terms of the contract and will not be registered in the "Unified State Control" information system; inspections are strictly prohibited from interfering with the financial and economic activities of business entities, regardless of their funding sources.
According to the Decree, starting from 1 July 2025: control over the construction and reconstruction of individual residential buildings, as well as small non-residential buildings and structures, will be carried out by the private sector; upon completion of construction works at private construction sites, the designer must form a conclusion in the National Information System "Transparent Construction" and submit it to the customer; permission for the operation of the completed facility will be issued by the relevant district (city) construction and housing and communal services departments; if no control has been conducted over private construction or the designer's conclusion is absent, the facility will not be accepted for operation.
The objects of private construction control will include: individual residential buildings not exceeding two floors and 12 meters in height from the ground level, with a total area not exceeding 500 square meters; non-residential buildings and structures of light construction, with a volume not exceeding 300 cubic meters.
According to the decree, starting from 1 July 2025, control over the construction of individual residential buildings, small non-residential buildings, and their reconstruction will be carried out by the private sector.
Upon completion of construction at sites under private construction control, the designer will generate a conclusion in the national information system "Transparent Construction" and hand it over to the customer.
Permission for commissioning the completed facilities will be issued by the relevant district (city) departments of construction and housing and communal services.
If private construction control or a positive conclusion from the designer is absent, the acceptance of the facility for operation is prohibited.
Objects under private construction control will include:
Individual residential houses, not exceeding two floors, with a height from the ground level of no more than 12 meters and/or a total area not exceeding 500 square meters;
Non-residential buildings and structures, as well as light (frame) structures, with a construction volume not exceeding 300 cubic meters.
