Chilanzar District Develops Three-Year Socio-Economic Program with Turkish Experts

Tashkent, Uzbekistan (UzDaily.com) — The administration of Chilanzar district in Tashkent has launched the development of a three-year socio-economic development program, placing a strong emphasis on aligning with international standards, the district press service reported.

As part of this initiative, on 23 July, the district hokim, Saidkakhor Kholkhujaev, met with representatives of Turkish firms Policy Analytics Lab and Helezon, who arrived in the capital to provide expert support. During the meeting at the hokimiyat building, current and planned projects were presented, while members of the Turkish delegation shared suggestions for the content of the future program and identified potential areas for cooperation.

According to the district administration, Chilanzar's export volume in the first half of the year reached US$138.9 million. By the end of 2025, this figure is expected to grow to US$410.8 million, with the long-term goal of reaching US$2.07 billion by 2028.

Among major development projects in the area:

A five-star Ritz Carlton hotel is planned on Seoul Street in the Beshagach mahalla. The complex will cover 250,000 sq.m. and is valued at around US$200 million. The Azerbaijani company PD Estates is managing the construction, with completion expected by 2026.

A large residential and business complex is planned on Bunyodkor Street in the Katta Kozirabod mahalla. The Chinese company TSC-HK-Investment intends to construct twin towers with a total area of 357,000 sq.m., with investment estimated at US$340 million.

Visual materials suggest the towers may exceed 30 stories, although the official master plan permits buildings of up to 12 and 9 stories in these mahallas.

On 21 July, the status of several capital city investment projects was reviewed by Deputy Prosecutor General Dilshod Kasimov and Deputy Prime Minister Jamshid Khodjaev. Their attention focused on residential and commercial complexes developed by Megapolis Bizness and TSC-HK-Investment in Yunusabad district. Notably, the Agency for the Protection of Cultural Heritage has taken under consideration an application from the Chinese developer regarding an expert review of a project located near the archaeological site Yunusabad Aktepa.

Earlier in March, President Shavkat Mirziyoyev reviewed the High Town City multifunctional complex in Yunusabad, which includes a shopping and entertainment center, business center, hotel, and residential buildings. The project involves US$510 million in foreign investment, with TSC-HK-Investment as a major investor.

The company is also implementing the Yunusobod Business City project nearby, adjacent to the archaeological site Aktepa-Yunusabad, where its office is also located.

According to public records, TSC-HK-Investment was registered in June 2019 with a charter capital of 278.4 billion soums. Its main activity is residential construction. The company is 90% owned by WDF International Limited, with the remaining 10% held by St. Wonderful International Group Limited. The listed head of the company is Shu Chun Qian.
