ASR and CIVITTA CA discuss prospects for digital transformation in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) — The Agency for Strategic Reforms (ASR) hosted a meeting with representatives of the international consulting firm CIVITTA CA.
The event was attended by the First Deputy Director of ASR, Abdulla Abdukadirov, the founder and managing partner of CIVITTA International, Adam Saulius Vaina, the digitalization partner Antanas Spečkauskas, the director of CIVITTA CA, Saidkamolkhon Burkhanov, and other representatives from both sides.
CIVITTA CA is part of CIVITTA International, a leading international consulting company founded in Estonia in 2010. Today, it operates in 21 countries, with over 30 offices and a team of more than 700 consultants and IT developers.
During the meeting, representatives of CIVITTA CA introduced the company, providing a detailed overview of its global expertise and successfully implemented projects in the digitalization of public administration. Among the most relevant initiatives for ASR, the following were highlighted:
The development of a digital transformation tool for the transport sector in collaboration with the European Bank for Reconstruction and Development (EBRD). This project enabled government agencies and transport companies to implement digital solutions to enhance efficiency and transparency, leading to optimized operations for transport operators and improved services.
The full transition to digital public services in the education sector in partnership with the Abu Dhabi Department of Education and Knowledge. The project optimized 160 key services, significantly reducing bureaucratic procedures, accelerating application processing times, and improving citizen interaction with government agencies.
The optimization of the digital service system for the Vilnius municipality. The implementation of new solutions helped minimize administrative barriers, making services more convenient and accessible for residents. As a result, the average processing time for public service applications was reduced by 30%.
The creation of SPARK, Europe’s first fully digital electric vehicle car-sharing service. CIVITTA played a key role in all project stages, from developing the business model to implementing the technology. The result was the successful launch of an environmentally friendly urban transport system, now used daily by thousands of residents.
During the discussions, both parties explored potential areas of cooperation, including strategic planning, digital transformation, and the implementation of analytical tools to improve the efficiency of public institutions.
Particular attention was given to sharing international experience in public administration reforms and applying advanced technologies and analytical solutions in governance processes.
As a result of the meeting, the parties agreed to conduct an in-depth analysis of possible areas of collaboration between ASR and CIVITTA CA, assess the potential launch of pilot projects in digitalization and strategic planning, and continue consultations to refine joint initiatives.
At the conclusion of the meeting, participants expressed mutual interest in further cooperation and agreed to continue working in the identified areas.
